1. What is the OC Loop?
The Orange County (OC) Loop is a vision for 66 miles of seamless connections and an opportunity for people to bike, walk, and connect to some of California’s most scenic beaches and inland reaches.
2.What is the OC Loop Segments O, P, and Q Coyote Creek Bikeway Project?
The OC Loop Segments O, P, and Q Coyote Creek Bikeway will close a gap in the OC Loop by constructing 2.7 miles of class I bikeway in portions of Buena Park, La Mirada and Cerritos.
3. When will construction of the OC Loop Segments O, P, and Q begin?
The Project is currently in the final design phase and seeking approval from stakeholders. Construction is anticipated to begin in the second half of 2027.
4. Why did some people receive a Notice of Motion for Prejudgment Possession?
The County is seeking the ability to use portions of some properties (an easement) needed to construct the project. As part of that process, we must notify property owners and occupants of the property before moving forward with the process, referred to as a Motion for Prejudgment Possession.
5. What is an easement?
An easement is a right to use land owned by someone else, either temporarily or permanently.
6. What does the easement encompass at the Amberwood Apartments?
The temporary construction easement at Amberwood Apartments encompasses existing landscaping and approximately 30 parking stalls, which will be used to facilitate the construction of the bridge next to the Coyote Creek Channel. Though the temporary construction easement is being obtained for five years, the impact to parking stalls is anticipated to be one year at most. A map showing the easement extents is included below.
7.What do the easements encompass at the Los Coyotes Shopping Center?
Two easements are proposed at the Los Coyotes Shopping Center:
- The permanent easement will be used to widen the sidewalk on the south side of La Mirada Boulevard to accommodate a class I bikeway.
- The temporary construction easement will be used to construct the widened sidewalk. The proposed temporary construction easement encompasses a planting area. Existing planting will be removed to facilitate the construction of the widened sidewalk. Though the temporary construction easement is being obtained for a five-year duration, the actual construction time is anticipated to be 8 weeks.
Both easements encompass an existing driveway on the south side of La Mirada Boulevard. Access to half of the existing driveway will be maintained during construction. 8. What is not part of the easement process?
The project does not propose taking possession of any portion of apartment homes or business locations. As stated above, only portions of parking areas and/or planting areas are being considered.
9. Who is directly involved with the Motion for Prejudgment Possession?
Only the owners of the Amberwood Apartments community and Los Coyotes Shopping Center property owners (owners of parking and/or planting areas, not individual tenants) are directly involved with this process.
10. What is needed from tenants?
As a tenant of the Amberwood Apartments community or Los Coyotes Shopping Center, you are not required to respond to the Notice of Motion and Motion for Order of Prejudgment Possession received via mail. However, as a tenant, you have the right and may choose to respond to it.
11. How can businesses and community members stay informed?
The County will host a community meeting on Thursday, November 20, 2025 at the Buena Park Community Center Ballroom located at 6688 Beach Blvd., Buena Park, CA 90621.
